Abstract: To build a unified national market, it is necessary to use the Standard Guidelines of the National Unified Market Construction to guide the behavior patterns and modes of local governments. This article discusses the necessity and practical significance of the Standard Guidelines, and proposes that some important basic issues and constraints must be considered when formulating the Standard Guidelines. For example, we need to balance the initiative of local governments while promoting central-led industrial policies. It is recommended to adopt the theoretical analysis framework of structure-behavior-performance commonly used in modern industrial organization theory when formulating the Standard Guidelines. We should build the Standard Guidelines in five aspects of market environment, market structure, market behavior, market performance, and market supervision, which can accommodate all aspects of national unified market construction. Moreover, we should accordingly implement certain economic decentralization reforms and promote the maturity assessment method for business environment of the World Bank.
