Abstract: The situation of latedevelopers overcoming the "late developing dilemma" and successfully catching up with the leaders of developed countries in some industries shows a certain regularity. Focusing on the theme of catch-up theory and its practice, this paper reviews the basic ideas and conclusions of domestic and foreign scholars on this issue from the aspects of enterprise catch-up strategy, industrial catch-up and opportunity window, catch-up practice and so on, and obtains the policy enlightenment for China to formulate industrial catch-up strategy.
